If it gives, if it has swollen, or if the front edge has started to delaminate, the boxes have failed and surface work is throwing money at a structure that is going anyway. If it is solid, and if the shelves are straight and the face frames are square, then the boxes are fine and the question becomes what you dislike about the kitchen: the colour, the door profile, the hardware or the layout.

Colour, profile and hardware are all fixable without new carcasses, and the three services that do it, refacing, refinishing and painting, are routinely quoted against each other as though they were the same job. They are not. Layout is the one complaint that no surface treatment touches, because a filler strip stays a filler strip and a dead corner stays dead. What every one of these services has in common

Four things, and they apply whether the job is a whole kitchen or one sagging shelf.

It starts with a measurement, not a catalogue. Somebody comes to the house, measures, checks for plumb and square and photographs the room. San Clemente housing runs from the 1920s at North Beach through post-war tract construction to 2000s Talega, and the wall build-up, ceiling height and appliance openings differ in each. A quote produced without a site visit is a quote that will change.

The paperwork follows California law.A home improvement contract over $500 must be in writing and signed before work begins under Business and Professions Code 7159. The deposit is capped by 7159.5 at $1,000 or ten percent of the contract, whichever is less. A three business day right to cancel applies, five business days for a senior citizen, except where the contract was negotiated at the contractor’s place of business. The CSLB licence class to ask for is C-6, Cabinet, Millwork and Finish Carpentry.

The finish works to a published limit. San Clemente is inside the South Coast Air Quality Management District. A shop spraying cabinets works to Rule 1136, whose Table 1 sets 275 grams of VOC per litre for clear and pigmented primers, sealers, undercoats and topcoats. A painter spraying in your kitchen works to Rule 1113, which sets the same 275 for lacquer, varnish and sanding sealers and 250 for interior stains.

Nothing gets invented. Where a number on these pages has a published source, the source is named in the sentence. Where no source exists, there is no number: that is why the timeline guide names stages instead of weeks, and why no page on this site states a San Clemente-only per-linear-foot rate.

What changes from one part of San Clemente to another

The service you need correlates with the decade your house was built more tightly than with anything else about it, and San Clemente is unusually easy to read on that front because the City itself divides the town into Specific Plan areas that were each developed in a different push.

In the oldest housing, which sits in Southwest San Clemente directly south of downtown and in North Beach directly north of it, the casework predates standard cabinet dimensions entirely. Hanson’s 1925 deed clause pushed exteriors towards red tile and white stucco, and the article record notes the clause “proved to be short-lived; an eclectic mix of building styles is found in the oldest parts of town.” Inside, that means plaster, out-of-true openings and cabinets that were built in place. The services that apply are new cabinetry and repair. Refacing rarely works here because the doors are not a standard size to begin with.

In the post-war tract belt, which is most of the city by unit count, the standard kitchen is an L or a galley with a peninsula, eight foot ceilings, a soffit above the uppers and one bank of shallow drawers. Most of these have had exactly one remodel and that remodel is now around thirty years old. The services that apply are new cabinetry when the sink base has gone, and refacing plus a drawer conversion when it has not.

In the 1980s and 1990s hillside areas, Rancho San Clemente, Forster Ranch and Marblehead Inland, the boxes are usually sound and the layout usually works. What has dated is the door profile, the arched valance over the sink and the colour. This is refacing and refinishing country, and telling somebody that when they arrived expecting to buy a kitchen is one of the more satisfying parts of the job.

In Talega and Marblehead Coastal, the newest plan areas, nothing has failed. The builder package was competent, the ceilings are tall and there is already a walk-in pantry. What owners want is addition: crown that reaches the ceiling, a bar run or butler’s pantry in the same door profile, drawer conversions inside existing carcasses, and built-ins elsewhere in the house that match. Matching an existing finish that has ambered for ten years is the genuinely hard part of that work and is worth asking any contractor about specifically.

Eight questions worth asking any cabinet contractor in San Clemente

These are the questions that separate a shop that builds cabinets from a middleman who orders them, and all eight have short, checkable answers.

What is your CSLB licence number and classification?The classification you want is C-6, Cabinet, Millwork and Finish Carpentry, or a B general contractor licence where the job is wider than cabinetry. The number can be checked on the Contractors State License Board’s public lookup in under two minutes, and a shop that hesitates over the question has told you something.

What is the box material, cabinet by cabinet?Not “plywood construction” as a slogan but which panel is which, with the sink base called out on its own. That is the cabinet where the answer determines how long the kitchen lasts.

How is the door panel held? Floating in its groove, or glued into the frame. A glued panel in a wide door will split eventually, because wood moves whatever anybody would prefer.

How many of the base cabinets are drawers? This is the number that changes how a kitchen feels to use and it is also a real cost line, because a drawer is five joined parts and a slide while a door is one part and two hinges.

Where is the finish sprayed? In a booth or in your kitchen. Both are legitimate and they are governed by different South Coast AQMD rules, 1136 for the shop and 1113 for the site, with different published limits.

Is there a scribe and filler allowance in the quote? A quote drawn from a floor plan without one will produce a change order on install day in a house where the walls are not straight, which in this city is most of them.

What deposit are you asking for? The legal answer is $1,000 or ten percent of the contract, whichever is less. Anything above that is not a negotiating position, it is outside Business and Professions Code 7159.5.

Where will I be signing?At your kitchen table the three business day right to cancel applies. In a showroom it does not, because Business and Professions Code 7159 excepts a contract “Negotiated at the contractor’s place of business” from the notice requirement. That is not a reason to avoid showrooms, it is a reason to know which protection you are holding.

Which of these services your house probably needs, by build era

The fastest way to narrow seventeen services to two or three is to start from when the house was built, and San Clemente’s build eras are published. The SCAG Pre-Certified Local Housing Data prepared for the City’s 6th Cycle Housing Element Update, updated April 2021, records 26,573 housing units with 57.2 percent single-family detached, and gives the year built distribution from American Community Survey 2014-2018 five year estimates. San Clemente is unusual in having two peaks rather than one: 21.7 percent of units from 1970-1979 and a second peak of 19.2 percent from 2000-2009.

Add the bands and 48.8 percent of San Clemente’s housing predates 1980, which is why the three renewal services carry as much of the work here as the new cabinetry does. Open the sink base and press the deck at its front edge. If it is soft or swollen the boxes have failed and you need new cabinetry, not surface work. Do any of these services need a permit in San Clemente?

None of the cabinet work itself does. San Clemente Municipal Code 17.04.032, the City's amended exempt-work list, names "Painting, papering, tiling, carpeting, cabinets, counter tops and similar finish work" as exempt from permit. What does need one is any plumbing, electrical or mechanical work attached to the job, which the same ordinance states plainly, and its plumbing exemption only covers replacing a fixture of the same type and size in the same location.
